An anarchic-type government automatically defines an inter-organization.
The key feature I'm focusing on is the inability of an outside agency to
totally disrupt the government by striking at a key point. This does NOT
apply to any conventional government today!
I have two examples of "key points" in the U.S. infrastructure in mind.
