It seems to boil down to this: Is ending life a reasonable means to an
end.
If it is, then you can go along with Tony and kill a Tobacco Inc. PR rep.
(Realizing that, if ending life is a justifiable means to an end, Tobacco
Inc's actions don't warrant retribution to begin with. They were simply
employing a reasonable tool (death) in order to make a profit. And that
you no longer have a reason to kill anyone at all.)
