My main point, in these terms, is that I don't believe you
can come up with any good rationale for such ordering.
Eg, why isn't consistency #1 for the falling rock, and
gravity #2? You could argue for ever about it, and get
nowhere, because if two things are both prerequisites,
then they are both equally necessary.
